For Fallout 3 on the PC, a GameFAQs message board topic titled "is there a mod to turn off the level scaling of enemies? I read that like if you visit cell first time enemies there remain same level even when they respawn. I set my level to 5000 on PC and stuff like Super Mutant Warlord and Mythic Deathclaw would scale to that level, yeah (though the Awareness level would bug out at 4 digits). The Threat level dictates the Minimum and Maximum level of enemies that will appear. The mods I have favorited but haven’t downloaded are as follows: Arbitration.
